I had to play with proportions a bit in order to fit Dr. Rabbit on this ACO ...consequently, I don't care very much for this card, but I didn't want to draw the character again today. Why?
I made seven practice sketches, most of which had good line art, but didn't fit the dimensions of ACO. Eventually, I lost interest in creativity and just redrew this stock image of the character. (I've been drawing 'bigger' lately; no idea why). :p

Anyway, this is Dr, Rabbit ...or, at least, the 90's version. ^^

Basically, Dr. Rabbit is a (or, perhaps 'the') dentist rabbit, traveling the world extolling the virtues of proper dental hygiene.

Well, I should have written that in past-tense, as it seems the contemporary  Dr. Rabbit is some sort of superhero. ^^

So far as I know, Dr. Rabbit isn't an ADA character (that would be Dudley the Dinosaur), but is/was an unofficial mascot for Colgate Toothpaste.

Honestly, there's a great deal of variation among Dr. Rabbit's appearances, esp. in animation; his style is inconsistent.

He was a big thing on the older internet as 'youtube poops' redid his videos. Most were eh, some were remarkably inventive. As such he has had a remarkably outsized impact on my short and confusing life. Such is the strange way of things.

I'm just kinda amazed it took me this long to find the character---he's not even obscure; like I was missing something obvious. lol

Such is why YT is never boring for too long; I'm always finding stuff. :3

A lot of his English videos were taken down when there was a purge of ' malicious' YTPs. The clip you link is Dr Rabbit And The Legend Of The Tooth Kingdom, of which most English uploads have been removed. I still have his videos, both ancient (The classic World Tour) and modern (Tooth Defenders) I used to be well known on the official Colgate account.
