I learned, possibly from one of the National Treasure movies, that they are actually the Masonic symbols of the unfinished pyramid, with the all-seeing eye just above it; the combination forming a pyramid...

The eye is the Eye of Providence, ie. the eye of God watching over the workers of the world, a symbol of God's benevolent oversight. As a symbol, it pre-exists the US's Great Seal (which is what's depicted on the dollar bill) and the Freemasons' adoption of the Eye on an unfinished pyramid by centuries. In fact, the Masons adopted the symbol fourteen years after the US did (Ben Franklin was actually the only Mason among the Great Seal's design committees and his designs weren't used). The US and the Freemasons aren't the only ones using the Eye. It's originally a general Christian symbol, after all.
The pyramid on the Great Seal symbolizes the original thirteen colonies, each represented by a layer. That the pyramid is incomplete symbolizes the potential for future growth. Above the pyramid are the words annuit cœptis (He approves/has approved [our] undertaking.).
For the Freemasons, the Eye is the all-seeing eye of God, the Great Architect of the Universe, reminding people that He sees our thoughts and deeds.
Still, with some people's deep-seated suspicion of secret clubs they're not a part of, conspiracy theorists have dreamed up links between the Great Seal and Freemasonry, coming up with some sort of sinister connection. Naturally, such things are perfect fodder for MacGuffins in stories of all sorts.
Nothing too significant. It's a Roman numeral four because this is post #4 of Inquetober and was written to match the numbers on the pyramid's base. The Eye is looking at it because I wanted it to be expressive instead of staring blankly ahead. Beyond that, sometimes a cigar pyramonster is just a cigar pyramonster.
