This is Klondike Kat: a character from the 1960s that I remember watching as a segment from the Underdog cartoon that aired on Nickelodeon. Klondike is a wildcat who serves as a mountie in the Royal British-Canadian Mounted Police.
Klondike's antagonist is a criminal mouse named Savoir Faire ...and from that one can deduce 'Klondike Kat' was a Tom-and-Jerry type show (and one would be correct).
I didn't care much for the show, but whatever---the shorts lated only several minutes each.. ^^
Pencil...
The featured pencil is an official 'Government of Canada' pencil, circa 1960s.
There exists a great variety of these pencils, albeit the featured one is my favorite, with its warning that 'Misuse [of the pencil] is Abuse'.
Luckily, I didn't use this pencil at all: I drew Klondike with a 'Zephyr' by Wallace Pencil Co., and delineated it via an unbranded 'Par-Value' pencil.

Many contemporary pencils are different in ways not readily noticeable, such as the materials used to make them. Staedtler's 'Wopex' pencils are an example, as the pencil barrels are made from sawdust and plastic-based bonding agents rather than wood (granted, similar pencils were made in the 1970's, such as the Epcon' pencil, but the 'Wopex' is a marked improvement over those).
