So I'm inclined to agree with you. My argument was the same. If a character does not have visible sexual characteristics then they can't really qualify for the mature rating even if they are completely naked. That's how I interpret the rule.

The closest to an argument anyone could make would be the usage of certain tags necessitates a higher rating regardless of the content. I suppose another (less defensible) argument would be characters who customarily wear clothing are 'naked' if they opt not to for a particular drawing (a consequence of familiarity).

Looks like another ploy from Tasli to either get out of trouble or to get his way lol. Who can blame him though? Even behind all the mean and mischievous traits, he's got the goods to show off and get away with it. I just didn't think Tasli was game enough to pull a Gene lol.
As for the General rating, I'll agree with everyone else and say that G is where this should stay. We are not seeing his bits (yet lol) so I don't think it crosses over to the Mature rating. I've seen enough "Ken doll" critters successfully being passed as clean that I would be questioning if you put this as Mature.
I hope we see more of this type of "teasing" from the others. :3
