Finally, Hippil's turn to look relatively cool, in a sense. And with it comes a bit of trivia. Hippil, despite calling himself a mage, isn't actually a magic user. Real magic does exist in Aderon, but it's very, very rare. Typically, most pokemon in Aderon don't use it. In Hippil's case, he has the aptitude for it, but never met anyone that could actually teach him how to use it. (foreshadowing?)
Thus Hippil's "magic" is actually just a lot of very practiced, very controlled special attacks. In this we see thunderbolt, flamethrower, surf and dragon pulse. All 4 of which he can channel and use in ways that vary heavily from the norm. This attack alteration/enhancement is actually something very common in Aderon, to the point that even non fighters like Thadius can do it!
Naturally, Hippil has more than just for attacks, also knowing how to use sludge bomb as well, but here we simply see him taking 4 moves, breaking them down into "spells" and controlling them with the staff as a focus. For all intents, one could see it as magic, but it's not really.
This culminates in Hippil being very, very destructive if he can actually get any of it off, or use it. But like most of what he does, despite all the control, he still has an issue of causing a lot of collateral damage whenever he goes all out. Thus, within Lebon, Hippil is barred from using any special attacks.
