This is a stretch of Highway A-1 between what is now the towns of Lodwar and Lokichar in northwest Kenya...At the time era of the picture, Kenya had been known until the beginning of the decade as British East Africa, although the country wouldn't yet have it's independence until about the time of 1960.
The car, being driven by a hyena cub, has a close similarity in appearance to a Ford Model T. However, the car is a British made, early model, 7 horsepower Jowett, which this particular model is considerably smaller in size than an American made, Ford Model T.
At times, a cub would prove his (or her) ability to control a motor vehicle, thus it was commonplace for parents who did own a car to allow their cubs to drive as underage drivers...The hyena cub shown here driving the 7 horsepower Jowett is age 12 (His feet can barely reach the petals).
Since the day and time depicted here, A-1 has become a modern paved highway, though there was a time since then that A-1 was allowed to fall into disarray.
