I don't think it's possible to make a regulation (that's Constitutional anyway) that ONLY targets THOSE SPECIFIC companies, and doesn't apply to the economy at large - let alone ones that don't affect the consumer.
Regulation is what got us into this mess, further regulation will only compound it - if not now, then later. Deregulation is the path forward.
