No, it said it will be the first Creatures game to be available for iOS:

"	It will be free-to-play and available on PC/Mac and iOS platforms - iPod, iPhone and iPad.

They added Android to that a little while later. Now, they did shift to calling it "Creatures Online", so it's likely that some of the work will be done on servers whatever the client is.

They said it will be using the free-to-play model, though of course that could change.

It makes sense; the primary target audience is children, who don't have much money.
