It appears to be a "rake" which can open vulnerable locks in few seconds, no skill required. Comb looks like a small comb to exploit old design error which plenty new US locks still have. (Where I live Abloy Classic is about the lowest end lock in common use.) I'm no expert I just occasionally watch the Lockpicking Lawyer.
