"A simple change, a different life"
A few days after hatching, while this dragon was asleep, a magical anomaly happened to naturally form nearby and drift toward him. Eventually... It harmlessly dissipated, leaving the dragon unaffected.
Many years later, that dragon, who has since started going by Seth as he greatly dislikes his original name, has long since learned of his love for water. All his life though, his breath holding ability has been rather lacking relative to what other dragons have, and his body is too dense to allow him to swim. But, he doesn't let that stop him from enjoying water, and he takes his breath holding practice seriously so that one day he might be up to par for his species. There's a lot of fish out there he wants to get a good look at, even jellyfish despite the potential annoyance of being stung.
