I might not understand the color limit part, but I do see a very light blue in the bottom part of Charizards wing. Could you use the blue to make the tapes but still stay in the 16 color limit, or is that not how it works sadly?

I think I altered a Firered rom hack called "Firered throwback" (you can see this by the alternate character sprite of Red), and I think that hack uses gen 6 movesets? Which is why Charmeleon has Dragon rage, and not Flamethrower.
