It's Taurus, truly the character of all time!
Seriously, he was basically just created to complete a set. Like Lexaeus from Kingdom Hearts! His personality is basically "tough bad guy" and nothing more. Like Lexaeus from Kingdom Hearts! ...it's just a character archetype, though, he is not based on anyone in particular.
Unsurprisingly, I never drew him myself. Or really used him after the Zodiac in Time arc of GeneX.
