This is Koju Otsuki. Otherwise known as Moon King. For the Refs, there's hims in his UA Uniform, his Vigilante Costume, Casual Clothes and Support gear.

Quirk Description: He can heal any organic/living thing with the touch of his hand or through a string of green energy he creates from his palms. At full strength, Koju can pretty much heal an entire battlefield, but with the drawback of falling to unconsciousness for 10 hrs.

Background: Koju Otsuki was born in Japan during the Age of Heroes. He had Orange Hair and Blue Eyes. Both his Mother Amai and His Father Yokono Otsuki are both Doctors who mostly spend their days working at the local Hospital. Despite heir jobs, they always made sure to spend time with their son.
Koju obtained his Quirk one Day while walking in the city with his Dad. He obtained pointed ears. Before they walked the streets, a car ran a light a hit a pedestrian. Koju immediately ran to the injured person and when he touched them, green energy emitted from his hands. In moments, the Pedestrians injuries were instantly healed.
When the police and paramedics arrived, they confirmed that Koju’s Quirk healed the pedestrians fatal injuries and saved his life. Koju learned that His Quirk could heal any Living being that sustained a severe Injury.
Everybody believed that Koju would make a Great Hero, but the boy had other plans. As he got Older, Koju became obsessed with gadgets and support items that heroes used. Whenever he watched Pro Heroes on the news, he would look them up and draw ideas for Support Gears that could help them out.
Koju wanted to both Make Support Items and Be a Hero fighting Villains, but knew if he got Accepted into a Hero School, He could only choose one course.
When he was 16, Koju got Accepted into U.A. High School. He was recommend for the Hero Course, but chose the Support Course. When he started at U.A, Koju made several Friends including Ohori Hokichi who was a student in the Hero Course.
Koju helped his friends and made plenty of Supprt items for them, but the Thought of Fighting Villains still lingered in his mind. So one day, Koju took out some old fabrics and a sewing kit from his Attic and put together his own Costume. He used Green Fabrics and designed it with a Mask so no one could recognize him.
Koju called himself Moon King the Vigilante. By Day Koju was attending School and Making support items, but at Night we was Fighting Villains as Moon King.
Things were going well for Koju, no one ever suspected he was a Vigilante. His parents rented him an Apartment close to the school so he can use it to work on his Support items. But things took a Turn one night while he was out. Moon King was Discovered by a Hero, but it was non other that Twilight, his Friend Hokichi.
After explaining why He became a Vigilante, Otsuki begged Hokichi to keep his secret. Hokichi promised to keep Moon Kings Vigilante Acts quiet but under the condition he show him some fighting moves so he can be better prepared.
Other than being a Vigilante and Making Support Items, Otsuki practiced using his Quirk. By the time he started his 3rd year, Otsuki could use his Quirk to Heal an Entire battle Field of Heores. Only side effect was he would fall unconscious for 10 whole hours.
When summer came around, Otsuki found it harder to perform his Vigilante acts as he and the other students moved into Dorms. However, thanks to Hokichi, they could sneak out undetected via portal.
Otsuki continued to make Support Items and Work as the Vigilante Moon King, Taking Down Villains. The Best Part, no one ever suspected him!
