Did you notice, by any chance, that they only get violent when people are breaking the First Law? Which is, basically, "you may not intentionally cause harm to any other citizen for any reason." That's the very first and most important law on this country's books.

They are by their own admittance a dictatorship, they can change these laws whenever they like and there are no laws or systems to protect them from the government should the government decide to enact more laws or expand the definition of laws to encompass their ideological opponents

Here's the thing about all this: this is fantasy. You'll need to put on your Fantasy Setting Glasses and cease seeing it through the real-world lens. I hope you'll actually read what I wrote below.
The creator of this setting says that, while it is a dictatorship, the dictator is benevolent and genuinely cares about the citizens. The only people who get hurt in the process of protecting citizens can get fully patched up, because alien medical science makes that a simple task. Everyone who can be taught that their hatred is wrong will be.
Will you dispute an author's right to say, "my setting works and is genuinely a good place, because I say that for the sake of the stories I'm telling, it does and it is"? Must that not be allowed in fiction because it doesn't work in real life? That's the bottom line here: are you telling the author that their setting should not be allowed to be the way they say it is?

Listen, I get where you're coming from, I'm not the biggest fan of dictatorships, either, even ones which claim to be benevolent, but how is this an example of that? Any society has a duty to the safety of its people, and it's not safe to let just any powerful people in without getting an idea of who they really are.

This is a bit confusing, though. From ground level, outside of Esperanza, they just see a big round wall and door. I understand that might not look impenetrable to skilled folks, but how do you judge if it's facistic from that? XD
