The drawing hasn't been delineated, so it's technically unfinished (though I like the look).
This is Flip from Burbank Animation Studios's 'Easter in Bunnyland' (EiB).
This movie seems to be fairly obscure, as there's almost nothing of it on YouTube. That said, I have a copy of the DVD, and have observed several others on eBay. So the movie isn't rare, but footage of it certainly is.
As one may have deduced from the studio, EiB is an Australian film. The voice actress playing Flip is Robyn Moore, who also voiced Funny Bunny from Yoram Gross's 'Dot and the Bunny' (a movie I've referenced twice this year ...I think i secretly want to review it).
EiB also features a field mouse with a spanking fetish, and a couple scenes of bunnies in bathing suits

Flip's best friend is Buck (yellow shorts), and his other friend is Bitsy (Buck's sister). Buck has what must be the most annoying voice in the world---think 'Slimer' from the 80's Ghostbusters cartoon, only (somehow) more annoying. Come to think of it, several characters had that voice in the 80's ...but EiB is a 2000 cartoon---what gives!? (it's true: some things I'm am NOT nostalgic for---the 'Slimer' voice is one of those) D:
Anyway, what's the story?
Basically, Flip is an irresponsible delinquent, so of course he's given the task of planting the Easter trees and looking after them. If he fails, Easter will be ruined! D: In fairness, Flip takes his task fairly seriously; he has something to prove, and I'd say (aside from a few hiccups), he pulled through very well (yeah, spoiler: Easter wasn't ruined).
Pencil...
I was going to feature an 'Integrity' pencil with Flip ...but I think I featured that one before. *shrugs*
So instead we get this random WWII-era pencil ...it's pink, with a blue ferrule. That's kinda Easter-ry, right? Anyway, we're less than a month from Christmas---I don't even know why I'm drawing Easter bunnies to begin with (EiB's Easter Bunny is awful, btw)! XD
...but I digress. ^^
The only interesting thing about this pencil is its mark, which appears to be a 'K'.
My guess is that's the maker's mark, but I couldn't tell you who made it. I thought about 'Karst' (which is an Australian brand), but I don't think they date back to WWII, and wouldn't have this type of ferrule, anyway (paper ferrules were an American thing).

I tend to abbreviate file names by removing their vowels. Sometimes I'll keep a vowel in, if it helps in the interpretation, such as if I wanted to abridge 'A Chucklewood Easter', I'd do it as, 'ChcklWdEstr' (the E would be a necessary evil). ^^
BtrfyFx was an early example of abbreviation---his file name amused me somewhy, so I decided to bring attention to it. :3
