This is Muffy Mouse from TVOntario's live-action/puppet show: 'Today's Special' (TS).
TS was set in a real-life department store, in which an enchanted clothes mannequin (Jeff) is brought to life once the mall closes for business each day. Only a few know Jeff's secret (mostly after-hours employees), including Muffy Mouse.
The spell that brought Jeff to life will break if he ever leaves the mall ...so, of course, Jeff is curious about the world outside. Many of TS's episodes are about Jeff's friends expanding his universe (vicariously) through the various 'specials' (ie, thematic promotions) made for the mall, esp. those of its children's department.
Muffy Mouse lived in the mall, and had the quirk of always speaking in rhyme. Muffy was also a bit of a troublemaker, often conflicting with Sam: the mall security guard.
The puppets for TS were created by Noreen Young, who also made the puppets for 'Under the Umbrella Tree. Consequently, if one looked at Muffy Mouse and Gloria Gopher side-by-side, the resemblance would be striking. :3
TS was fairly slow-paced. The stories were often 'interrupted' with unnecessary audience-participation activities scattered throughout (activities which often called for pointing at an object on the screen). Otherwise, again, my opinion of TS is good. :3

The featured pencil is an 'Ariosto' from Brevillier & Urban: an Austrian manufacturer with over 200 years of operation.
This model is named after an Italian poet, so it seemed fitting to feature it alongside Muffy ...who isn't Italian, yet could probably appreciate poetry. ^^
Anyway...
I bought a bundle of ten of these pencils. As of writing, I haven't sharpened one (but probably will).
I drew Muffy via my 'Zephyr' pencil by Wallace, and delineated her via a Rapis Extra pencil.
