I thought I'd see how Woodrow Raccoon looks wearing a 20th Century Fedora. After all, the time era this drawing is depicted is in the year 1960, and fedora hats were still in style as masculine attire back then.
Fedora hats were common attire with business suits in the first half of the 20th Century. Fedoras were worn by business professionals and politicians and other guys wearing a suit. They were seen worn by characters in those old gangster movies, and in series like The Untouchables. Characters in the old Superman series of the 1950s often were seen wearing a fedora. The father character in the TV series, Leave it to Beaver, Ward Cleaver, often wore a fedora.
I feel like the round wire frame glasses and the fedora give Woodrow Raccoon an earnest, solemn appearance.

How true that was. Some character roles played by actors like Humphrey Bogart and James Cagney also wore them. They even portrayed Dick Tracy as always wearing a fedora. The cartoon character, Fearless Fosdick, would either be wearing a fedora or a bowler. There were lots of characters in the movie, It's a Wonderful Life, who wore fedoras.

I remember one other movie, The Desperate Hours. Humphrey Bogart plays the role of a fugitive who takes a family hostage in their own home. The thing that stood out most in that movie was every time the father made failed attempts to escape with his family to safety, the fugitive would always tell him, "I can hear the cogwheels going around inside your head. They go clickety click, Pops...Clickety click". I remember that line well from that movie..."Clickety click, Pops. Clickety click".

The trademark pose on the computer game covers showed the fedora pulled downward a little to partially hide her face while one or both of her hands were in her trenchcoat pockets. From the description you gave, Carmen must've been one pretty tough and masculine crimeboss, despite being a woman. I just recently watched the Adventures of Superman on H&I http://www.handitv.com/shows/adventures-of-superman and just about half the characters were wearing hats, including Clark Kent.
