Ok, so I made the selection with the Lasso tool around the eye I was trying to move. I tried moving it with the Move Tool and it didn't do anything. So I went to the Selection Tab, hit Select All, tried it again and it moved both eyes. I undid it, hit the rotate button and it moved the Canvas instead.
why dont you try cutting that selection out entirely and pasting as a new layer? thats what i would try, see if its the layer having problem or smthn else.

So far as I can see it, you have used Vector layers. On Vectors you can't use the wand tool or other "normal" selection tools. You need to use the "edit" tool from the tool box, under the "pen". With it you need to select the so called Veticies. A vector is a mathematical curve that is defined by ancor points. These Points, the Vercities, you have to select. So when you have selected the "edit" tool you might need to change it's propperties to select points. And then to move points.
Honestly, on that level, working with Vectors doesn't help you at all and makes everything complicated. I surregst, that you convert it to a normal layer. For that create a "normal" layer with the button next to the "layer creation" button with the pen. Means, the one with the white sheet without the pen. (over your layers first button) Put this layer between "Layer 1" and "linework 1". Then merge down the linework layers, by clicking on them and the far left and obe on the tool with the scissor.
this will merge the selected layer to the one below. IF (in your case then) a vectorlayer get's merged with a normal one, the vectors will become normal pixels and you can use your known tools perfectly.
