I would've just gave them a business and telling them that they should just forget about training Toby because none of their children will ever become a guardian after what they did with Nigel. Of course, they'd just hand Toby to the tree and then make procreation sounds as she's leaving with the re-forgotten child in her arms. Here's a thought. What if he tries to form his own society. It'd be very hard in the beginning. He'd seek out other's like himself. I'm sure that Luna can't find everyone who is in a bad situation and indirectly help them.
