Seems kinda like an asspull to try to add a reason to want the kobold to win at this point, and that's what this comes off as "people aren't seeing the kobold as the good guy? oh i know, lets make the dragon even more evil than 'i'm an evil dragon who does evil things' by showing them smack goos around"

It was noted on page twelve that the dragon had attacked at least one kingdom and hospitalized no less than the king in the process, so this isn't an asspull, it's simply showing an example of what had already been established as their behavior and helping to flesh out why Kobold is so dedicated.

I knew the dragon was a jerk, but this just cements how much of an asshole they are.

I hate bullies. Especially the ones that think they're not shit. "I'm so powerful! Watch as I attack and maim these creatures for the gold and jewels they would have most likely surrendered as they quivered in terror had I just asked because they can't possibly be even a minor threat to me!" When someone comes along and proceeds to dominate them, I laugh. In this case, it's not so much a proper combat domination, but the dragon can't hurt the Kobold or even run away, so now they know what it's like to be bullied.
