so one county wanted to fight a dragon and after taking care of them the dragon made a example of a country that sold them lots of supplies

not seeing anything not fair as far as a fight goes

Sadly that is not quite what is happening... the dragon said earlier that they attack the strongest kingdoms looking for the most challenging fights that they can find, there is no indication that the kingdoms in question were looking for that fight.

That is why it is called the dragon of disaster. In this case the first kingdom was strongest so they were attacked and devastated. In buying the huge amount of potions and supplies needed to tend to those harmed by the dragon's attack, along with the damage of that attack, they were no longer the strongest, that title instead passing to their main source of such supplies to help their people. So the next time the dragon felt like looking for a bit of fighting fun they hit the slime kingdom which had now, in their eyes, become the strongest in the world and went on a rampage there too.

Even after all this the first kingdom (I am guessing it is the first kingdom since things start in a traditional castle with a human king who is gravely injured) knowing they are too weak to face the dragon and begging the hero to put an end to the dragon's threat.
