Tufftee originated from the Fleetway Comics. He was Sally's little brother. And both squirrel siblings were younger than Tails.

For Tufftee's redesign, I had him resemble the versions of Sally people are more familiar with. While his sister Sally will remain a ground squirrel, I added a membrane to Tufftee's arms and made him a flying squirrel, like Ray the Flying Squirrel. And he is now around Tails' age.
In order to tie him back to his sister, Tufftee wears Sally's boots, instead of Sonic's sneakers. And I kept his aviator hat since I wanted to go with the flying squirrel look.
The acorn chest pattern is the artist's personal touch. ;)

If Tufftee were introduced into the Archie Comics, it would be revealed that Maximillian had an affair with a flying squirrel woman.
Sally and Elias would welcome their newly discovered sibling with open arms.
