I'm genuinely confused. This is a medieval setting with features that didn't exist until the latter half of the 19th century and early 20th century. (public education in the form of primary school)

Understandable. Chucky's society progressed on a very different timeline. In this time of Chucky's society, he lives in the country of Cascadia which is still in a middle-ages setting with regards to most technology, lifestyle, and infrastructure. If you were suddenly dropped into his home town of Silverbrook, it would look like a well-to-do European village of the 15th-16th century. A few differences, as you've noticed, are that they have structured primary education, so a well educated populace, at least in the basics. They're also not repressed when it comes to clothing and personal style. So a little skunk girl can run around all she wants with her belly showing without worry.
Not mentioned is that other parts of the world at this time are experiencing an industrial revolution, so acquiring goods from those places isn't hard to do. Cascadia has some political trouble that's holding it back.

A female mammal has a finite number of eggs in her at birth, when the last one ovulates that's it: none left. Has Gwendolyns magical rejuvenation also created another batch from nothing and restored her fertility? Even if it did she seems apart from normal Fur society; a relic of a bygone age with no interest in engaging in the wider world or the nascent industrial revolution just over the horizon. Chucky might find spending his life with her limiting and stagnant, despite all her good will.
This bratty skunk girl might not be for him, but I suspect Grandma Trudy would advise him to travel the world for a year or three and decide who he wants to be before settling down with anybody. If 'witches helper / apprentice / lover' is what he wants to be, Gwendolyn's not going anywhere in the meantime.
