I wish I can say that I don't approve of her behavor, but considering how this Bobby is the same bully that introduced himself bullying Evie and doing shit like dumping her wash bucket she was using to clean dirty toilets over her head, I can't help but feel that this is appropriate retribution for how much of a ass he was.
He spent years bullying Evie, and now he's getting a taste of his own medicine and learning that maybe being bullied and tormented just for the sake of being entertainment for someone else isn't all that fun for all parties involved.

Looks a lot like the years havent been kind to Bobby either though, not that I approve of his past behaviors and harassments but from the lack of his group/gang of pals seen previously its most likely they turned on him at some point, he looks scrawnier than before as well suggesting he isn't eating enough, most likely what Estella did happens more often than not to Bobby regardless.

Even so, from what I gathered back in the beginning of the comic was that this was a regular thing that he did to Evie rather than something that just so happened out of the blue. If it was implied that it was a one case thing, I'd have a bit more truck with it. But my impression is that he went after her for a very long while.
Besides, his reaction is implying that Estella has been making rounds and intimidating everyone that has been bullying Evie and quickly shutting down any idea that it can be continued as long as she's there. Chances are when those bullies found out or were told off, they quickly dispersed to keep away from her wrath, leaving this dick alone, and now he doesn't have his group to follow him about to keep her away. In the end, it's just desserts for him.
Of course Evie has to play peacemaker and try to be friends with him, which I can see killing any idea that she shouldn't be messed with. I fear what will happen if something happens that makes it where Estella isn't there to protect her now. I can imagine the bullying will return in full force, with copious amounts of interest.
