I don't know who or why but somebody, somewhere got fed up with Monkey D. Luffy's antics and decided he needed a humiliating put down. So he was brought up. WAY up by his underwear for whoever comes passing by to see. It might have been a thing that lasted an entire day from the looks of it too.
