She's a sage. Sages are smarty pants wizards who can mess with the weather. Naturally, Blitzen specializes in lightning, but she's also capable of calling hailstorms (or rainstorms in more temperate regions.)
I was hoping I'd have the motivation to draw more than one of these silly reindeer, but I don't know if that's gonna work out. Leave a comment if you want me to draw another one! I could really use the support. :(
