He doesn't belong to Oob, he doesn't belong to anyone. He's a shitty meme a tumblr board on 8chan made a year ago and it's the only "accomplishment" the board has ever made so the admin forces it everywhere he possibly can to this day and the userbase eats it up. Who drew him first is an argument that would lead to nowhere because no one really knows and the archives don't go back that far.
