This is the Patrol car used by the first friend met by Debbie during her adventure. His name is Jeremiah Goodman, and he's a Ranger of a little town and decides to save and help the protagonist ;)

EDIT: this car might seem like a simple patrol car...but under the hood hiding a powerful V8 engine and the adjustable suspension, which allow it to adapt to any terrain
