Something I got real curious about trying today ^^ and I did it! The video should explain most of it. Get AutoHotKey here Get "SAI PS SWITCHER.ahk" here
The only parts you need to fill in inside notepad are: usual_path= photoshop= sai=

Oh? Has someone else made another solution to this? I didn't know this was a big issue with so many artists ^//^ I just thought "it would be really cool if this was possible" XD Let me know how you like it :)

The main purpose of it is ease of use. If you have a PSD file open in Photoshop and you're over in SAI editing the file and save it, then go back to Photoshop, Photoshop isn't going to detect that change. Same thing if you edit in PS and go over to SAI. They aren't aware of any changes at all. So you'd have to go up to File > Recent, then open the file again and click on the prompt. When you first start off though, that file may not even be in the Recent files menu, so then you have to go browse for the file and manually open it, or drag it over from an image viewer. It's just a lot of extra hassle and junk really.
With my program, you never need to worry about which app you have open first or if you've opened the file before in the other app. You just start working on it in one program, save, hit the hotkey, and continue working on it in the other program. It's faster :P

Whoooaaaaaaahhh Now this is completly crazy and darn practical ...
Just went into your program (Script) héhé glad to see that I still remember my C programing and from I'm seeing ... tell me if I'm wrong but I think that I could ''substitue'' the Photoshop for Adobee Illustrator because it's the same file picture extension (.PSD) and since Sai also use the same ... LOL and maybe this is to dar hilarious ... GIMP also allow the .PSD format ... I'm looking at it ... well if it's what I'm thinking well it seem's that you've created one hell of a darn practical tool open to a lot of possibilities O.O

^__^ Now you're seeing it like I do! I'm thinking about making a little floating toolbar, maybe it could appear with the press of a hotkey. The icons of each app could be a button, and pushing it opens your file in that app. I'm thinking about making it all customizable. Like having a config window where you set everything up. Or maybe it could be more of a dock. You'd just drag an exe file onto it, it grabs the icon and creates a button for it. I'll have to look into the commandline parameters for some of those apps. ArtRage doesn't open PSDs, your have to go through a menu to import them and it opens another instance everytime you try to open a PSD with it. But for other apps, it's super simple ^^

Also, do you mind showing an example of the Photoshop and SAI path names you use? I'm getting a "Parameter # 2 invalid" error so I assume that I'm not naming my paths right...
