Pokemon Art Academy teaches you how to draw them but because they are pre done poses it it counted much like tracing as I understand it.

If drawn "straight", they are derivative works created with permission, but without sufficient uniqueness to make them a new work. We allow tracing with permission, but the works must also be distinctive.
