This is She Burns You, the rat girl. I drew her hands wrong the first time, and I'm still not satisfied with them.

She Burns You has gone on to be a staple enemy of my game development library, appearing in:

OHRodents
Abbreviated Alliterative Adventure
and some still in development.
She normally uses a scimitar, a heater shield, and quite predictably burns you with magic.
