Dr. Robotnik was in the middle of taking a bath when he discovered Steve Urkel was snooping around hoping to sell Robotnik some travel insurance. So Robotnik did the only sane thing he could think of and shook him like a dog for five minutes, demanded he surrender all of his future offspring, threw him out of the bath tub then ran off down the street naked to purchase some land mines.
After all, the place is filthy and the ceiling could certainly do with a few more land mines to lighten up the mood.
