This effect doesn't look good in all images.. it looks good on sunny scenes, you can also move the specified values for your image... finally something i mention, if you don't want certain parts of the image to looks little blurry.. i suggest after duplicate the first later delete the area that you don't want to be blurred with a difuse eraser, then the effects will not apply to that area.. you can even low the opacity of the eraser ...
This will work in GIMP as well. Might have to give it a shot. Previously, I always just did a very light yellow overlay. I think this turns out much better results...thankyew!

I actually use the exact same method (guassian blur, opacity, soft light blending) to make photos look better! I wondered if that's how you got the amazing glow-like effect on some of your images. Great effect!
