The souls of the raven wolf dead can't pass on the the next stage unless all of the "cultured" population have been driven from there current lands. Thats telling me there is a rather large army of undead that been gathering power for more then 4 generations. Not necessarily. They are dead and cannot progress beyond that, however, this does not mean that they are capable of continuing to make the corpse move. They might be in something like purgatory (sp?). Neither truely dead nor able to influence the living.
