Kosmo, aka Experiment 3. He is a species called a morph, which can shapeshift into pretty much anything. However, some part of what he turns into always retains his glowing eyes, which is a dead giveaway that it's him. Despite that, he's still pretty good at sneaking around.

Having been deemed too dangerous after his creation, he was sealed away. Upon his release, he was initially extremely vengeful, and threatened to destroy the world with the Chaos Emeralds. However, since being stopped at the hands of Tails and Copter, he's been much quieter. He rescued Copter from the police after GUN called for the arrest of the Experiments. What exactly is going through his head now? Only time will tell if he's friend or foe...
