"Made too many bubbles"

As he wandered the aquatic streets of the underwater town he'd found, the bird noticed the fish people living there seemed more weirded out by his bubbles than him simply being there... Just before he could start going up for a breath, several guards came up to him to arrest him, apparently for "littering" air! Too nervous to talk underwater, he couldn't really argue his case, and the guards didn't even seem to recognize he was an air-breather, leaving him no choice but to just go with them and hope for an opportunity to explain himself.

Which didn't come. He was shoved into a cell with no air source in sight, and told he'd be there for HOURS! With his lungs burning and face going purple, the bird knew he didn't even have MINUTES! As the guard left, he struggled to get loose, holding his beak with one hand while searching his cell for any way he could get out of this...
