This is one hell of a city, from what I can see. Demons control the entire law enforcement system. And probably the entire top brass of the city. But... considering we weren't shown any mass blood sacrifices, it's maybe not as bad as it could have been in a demon city.

Great observation! Yes, while these little bugs aren't screwmlins, they are deeply involved in the story of the first screwmlin who became self-aware (which is what that scroll references). I'll explain it all properly in chapter 7.
