I like how she seems to have Superman's line of thinking when it comes to powers. Or at least some of DC's better writers who have done a fantastic job of showing what it's like for a man who could split the planet in half on a good day. The burden of those who have such abilities is not often touched on. She didn't ask for this and now, there's even -more- BS that has to be dealt with.
Pacman however is not going to let things slide and I doubt has never shied away from wetwork.

One problem I'm experiencing here is how this whole conversation feels like I'm either in the middle of a decade old series or I just started reading a sequel story before getting familiar with a previous one. It's like Rin and this Pacman guy have had lore, backstories, and adventures prior to Cynosure City Tails that you've written and inserted it into this comic after an old series fell off and out of memory.
One problem I'm experiencing here is how this whole conversation feels like I'm either in the middle
CCT overall is a story that can be enjoyed without having the full picture. You can still read and enjoy it, without knowing every detail about every character over the course of their entire lives.
As the stories continue, the full picture will be revealed. I'm sorry that you feel lost, and feel that you are missing information, but that's sort of the point. Anyone just reading CCT so far is just as lost as you in regards to some details. Perhaps if you continue reading, some answers will be gained in this story, but also possibly not. There are more stories planned, and with those stories, the city, and the characters within will only become more familiar. Eventually you won't feel lost anymore... or at least that's my hope.
It's not a story structure for everyone, but it's the one that I am writing. :)
