Ha... that would be nice, very fitting for the first concept of Zootopia, but the writers said about it that they "just don't wanted our characters to live in a world so harsh/dark"... that is what Disney tell them to say, of course... that is just cowardice of a company that only want things generic and bland enough to sell to the largest amount of people. Every company seems to aiming just for that these days, that and assimilating the competition and making sure not to release their rights to the public domain.
Anyways... just for what is seen in the first movie, there is a mafia and they almost do torture in ice... that was quite dark (of course, just because we don't see they actualy do it is supposed that they were not serious... it was merely a matter of appearances). The darkest thing of Finnick must be that he is into the diapers kink XD
