Lupe here is using a ray gun to shrink Surge down which results in her being smaller than Lupe's sandaled feet, then Lupe wiggles her toes as she prepares to stomp on the tiny tenrec girl under her massive sandal sole. Lupe lifts her foot up, spreads her toes and slowly lowers it down, and Surge could only stare in fear as she's squished flat, with Lupe wiggling and curling her toes in delight.
