Give sexual favors for those who are addicted, bribe those who don't have the addiction, 'remove' anyone who is pure enough to deny both, and threaten anyone who questions the way things are done. Everybody is worried about what's to be done about all this. But, given how Lazarus arrived in Esperanza and that he's offering to help, not asking for it, suggests the issue has already been taken care of. Particularly that statement two pages ago being in the past tense: Spoils were the most profitable business in Yamaversistan.
That and the way comic-Javi described Lazarus' capabilities. If he's that dangerous, well, he's that dangerous. I'm excited to see how things turn around.
