The look the chief gives off in the second panel makes me think it's more than just money and benefits for why the higher-ups allow these insects to get away with what they're doing. In fact, congrats. It makes Lazarus appear more like a bug than a person with altruistic goals coming into an inhabited civilization.

Their hands are tied because the higher-ups (including the boss) are also using the Spoils for sexual exploit.
I'm not surprised that if they do a kind of ritual of passage when you become a higher-up just to have incriminating proofs so they can be complied with what 696 does.

The ease that the bug is talking about potentially killing an officer right in front of the chief. Corruption in it's truest form.

Give sexual favors for those who are addicted, bribe those who don't have the addiction, 'remove' anyone who is pure enough to deny both, and threaten anyone who questions the way things are done. So much said without being said, and just imagining generations and generations of those being taken advantage of.

Everybody is worried about what's to be done about all this. But, given how Lazarus arrived in Esperanza and that he's offering to help, not asking for it, suggests the issue has already been taken care of. Particularly that statement two pages ago being in the past tense: Spoils were the most profitable business in Yamaversistan.

That and the way comic-Javi described Lazarus' capabilities. If he's that dangerous, well, he's that dangerous. I'm excited to see how things turn around.
