Mikhail Joan was a special operative in the infamous TALOS unit operating under the jurisdiction and oversight of the High Council of Zabokar. They officially fell under the police force of the city, but they primarily took orders from the council. It was definitely an interesting legal quagmire. That didn't matter much to Mikhail in his younger days when he joined and escalated up the ranks to operative.
He was sent westward towards the Livarnu border to handle increasing tensions and hostility from that country as the emperor continued to press outward with his imperial expansion. Mikhail and his men, alongside other guerrilla warfare units were all that stood in their way. Despite the constant fighting, even Mikhail had his limits. With his crew, they'd pitch tent where they were, cover it with camo, then take some well deserved rest with a lone lookout before jumping back into the fray.
