I think it's a Bleach situation where characters are so powerful that them just existing could potentially cause collateral damage so they have to wear seals to limit their power so people aren't being vaporized for being too close. Hence that whole scene of Twilight having to treat Sweetie for being to close to a Nobles uncontrolled Aura.
