Malphesto is powerful, yes, but not even he wants to really pick fights with Heaven. However, as seen with Collin, he's not above targeting angels that slip through the cracks. Rosie is one of those angels, and easily isn't really minded when she comes and goes due to being a cherub, which in canon lore, are confirmed to be Heaven's imps, the absolute lowest rung. In fact, she happily works for Malphesto, which of course leads to an obvious question; why is she never at risk of being kicked out of Heaven? She's sweet and naive, sure, but Rosie is a pacifist, through and through, to the point she struggles to hurt someone even in self defense. She doesn't carry angelic weapons due to her having a more 'reasonable' job than C.H.E.R.U.B. did.
She does actively help mortals, though, namely the children she plays 'Guardian Angel' for. In fact, Rosie chooses to focus more on children who need divine aid than directly meddle in mortal lives. As it is said, during the first ten years of a child's life, they are a seed that needs to be nurtured and guided; after that, you need to step back and hope they grow into something beautiful. As much as Heaven preaches that only mortals commit sin, Rosie, when pushed, can be a extremely Wrathful cherub. In her defense, though, it is always triggered by a blinded fury driven by her desire to defend children. When it happens, she goes full tilt out of control.
For Rosie, this all stems because she failed a child once as their guardian; and she was helpless to watch, due to an Envy demons holding her back as she was forced to watch her ward be added to the urban legend about the 'haunted house' on the street. There's no need to elaborate. SOMETHING happened to a child she was tasked to protect and help, and she snapped. It was in the aftermath, as she left the house, she ran into Malphesto during one of his trips to the surface. Normally, he might have elected to mock running afoul a cherub; but cherubs don't normally drift around coated in demon blood. On one hand, he was impressed; on the other, the hollow look in her eyes made him sympathetic.He took some time to take her somewhere quiet, and let her get everything off her chest.
Despite what he thought was going to be a one time only meeting soon became another, and then more. And in time, a genuine friendship formed. For Rosie, this even slowly bloomed into affection. Even now she still is shocked to learn Malphesto has limits and lines he won't cross, even about his own sin! He's certainly earned Rosie's loyalty, and he's found ways to make the most of when her anger is triggered...
