actually, given the councils REACTION to the Beheeyem researcher, I dont think they like him very much either and actively sabotage him. They were actively upset he showed up in Prometheus's defense, if only because he was a endangered creature. That researcher is probably kept purposefully in the dark about a lot of things so that the council can blame any fuck ups on him.
