When his girlfriend was shot by a stray bullet said to have come from a human's gun, Chet was consumed with vengeance, and joined up with the Covenant of Despair to fight against humankind. In the end, he sacrificed his life to protect his friends from Despair's leader. Bucky brought him back as Experiment 16 as a means of repaying his heroism.
I never drew him in the uniform since it was always intended as a temporary look for him. My pic of him in his normal clothes is included here.
