"Aquatic rescuer... Hopefully"

As he wandered around in the ocean, a fish heard some distressed bubbling some distance away... A lizard had gotten themselves tangled in seaweed, and looked to be close to drowning! The fish quickly swam over to try to free them, unable to give them air because he didn't have lungs. Holding onto them, he wiggled his tail as fast as he could, trying to pull them with enough force to get them loose...
