Zaphira's more like pseudo-cobra, if I remember correctly. Her "hood" is more like a very large frill that just happens to strongly resemble the hood of a cobra. Sort of makes me wonder if at some point in the distant past her species had a reason to use that as a defensive tactic against predators.
