I think that if enough Americans wanted it, it'd happen. And in fact there is public health care, just begrudging and varying wildly in its provision. It'd probably cost less overall - or at least deliver more value in return for that cost - if it was standardised. But you have to evolve from the system that exists already, just as the NHS did. And ultimately, the people have to decide for themselves that it's what they want, and vote accordingly.
